Are QR codes free?

The format itself is free and always has been — Denso Wave published the patent for open use. What generators charge for is everything that happens after the pattern is drawn.

It helps to separate three things. The QR specification is an open standard, free to implement, with no licence or royalty: nobody owns the right to make a QR code. Generating a static code is therefore free in any honest tool, because it is pure computation with no ongoing cost — the pattern encodes your data and the job is done. What costs money is the infrastructure behind a dynamic code: a short link that must keep resolving, scan counts that must be recorded, a destination you can edit later. That is a service with running costs, which is why essentially every provider gates it. The thing to watch is providers that make a code look free, let you print it, and only then reveal that it was dynamic and now needs a subscription to keep working.
